The expert on energy sphere, the president of the International energy club, the adviser of the minister of fuel and energy Alexander Todiychuk has told about it to BBC.
BBC: Why does negotiating process happen so long, after all president Jushchenko said in May that it is necessary to agree about gas till the end of summer, then - to the middle of September, but now is October, and negotiations last?
Alexander Todiychuk: There is an intergovernmental agreement, in 1996 on which the annual report concerning the price and volumes of oil and gas deliveries to Ukraine and through Ukraine should be signed. It should be signed till July, 1st. Some time, long enough, all was carried out, but recently when Russia has frankly started to use the gas lever as means of political influence, it is all has moved for the autumn, and last years we have very bad for Ukraine and for all consumers which receive gas through Ukraine, tradition to solve it in a New Year's eve. It is bad first of all for Ukraine, I think, if there is any hope, that the agreement will be signed in October-November, it will be better, than when it will be in December when the country is more weakness.
