Ivan Diyak: «YUSHCHENKO has protected national interests in the gas market»

«Victor YUSHCHENKO has protected national interests in the gas market, having signed the decree about introduction in action of decision of CNSDU from September, 26th concerning financial condition og NJSC «Naftogaz of Ukraine»and a situation in the market of natural gas» - Ivan Diyak, the adviser of head of NJSC «NAftogaz of Ukraine», a member of Kiev international energy club "Q-club" declared. According to the expert, «the actions provided by the presidential decree, will allow to improve essentially a situation in NJSC «Naftoqaz of Ukraine» in financial and production plan».

Diyak considers, that «the presidential decree will allow to solve the majority of questions which concern formations of home gas market, importation and transit of gas by territory of Ukraine, and also escalating of its own extraction by forces of the Ukrainian companies». The expert named the decree of the President «timely as still there are all possibilities for entering of corresponding amendments concerning NJSC «Naftogaz of Ukraine» in the budget-2008 and the budget-2009».

«Healthy financial condition of «Naftogaz of Ukraine» - is one of the important components of energy independence of the state» - Diyak marks. He named «the decision on allocation of subventions to local budgets for indemnification of the municipal tariffs which volumes did not answer any more to the real prices for the energy carriers for a long time, logic». «Attempt to put on «Naftogaz of Ukraine» functions of the leading investor of municipal sphere could lead to bankruptcy of the company, that basically is inadmissible», Diyak considers. The expert also has positively estimated rate of the decree about tax instalments till 2010 of the sum of tax obligations NJSC «Naftogaz of Ukraine», appointed to payment in 2008. In his opinion, «tax cargo which the state has put on the company, exhausted its resources».

«The establishment of the differentiated price for gas for the enterprises and municipal services will allow the company to save up own resources for investment in escalating of extraction of own gas» - Diyak is assured. As is known, established prices for gas did not cover expenses of «Nafrogaz of Ukraine», in this connection escalating of extraction of own gas in Ukraine has been actually suspended. «Today it is more important, that the presidential decree will be carried out» - Diyak has noted.
